I disagree. If it is C requests per second, then that would mean that the
system would fail the requirement is it fulfilled more than C requests per
second. But what the user wants is C or more requests per second filled.
"At a minimum" or "at least" is not only not ambiguous but also clearly bot=
h
testable and what the customer wants.
