Commercial Off-The-Shelf (COTS) software products play an increasingly important role in software systems development. The adoption of this technology raises many challenges in software engineering activities among which we find requirements engineering. The interests of both communities of researchers, requirements engineers and COTS-based systems developers, have therefore a point of convergence. With the aim of putting together these communities, discover their common interests and facilitating synergies, a first edition of the RECOTS workshop was held last year during RE=9203 at Monterey (CA, USA). The focus of RECOTS=9203 was on the challenges found by requirements engineers when they believe that there are COTS software products available in the market. The workshop identified many open issues which have been reported in the workshop website http://www.lsi.upc.es/events/recots/.

The workshop is intended to cover topics of requirements engineering in relation with COTS and product software, from theoretical foundations to empirical studies. We welcome the submission of papers in all aspects of requirements engineering bound to COTS and product software, including the following (but are not limited to):
=B7 requirements elicitation techniques
=B7 requirements negotiation
=B7 integration and other COTS-specific requirements
=B7 requirement-oriented COTS architecture configuration
=B7 market-driven requirements evolution
=B7 evaluating COTS product descriptions
=B7 prioritization, planning, quality and measurement of requirements for
product software
=B7 requirements-based release planning
=B7 requirements engineering as a decision process
=B7 requirements interdependencies management

TYPES OF CONTRIBUTION
=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D
Research papers, experience reports and tool-support descriptions should be original work, limited to 4 proceedings pages in IEEE format. Papers must not have been previously published nor have been submitted to, or be in consideration for, any journal, book, or conference. Acceptance criteria will be adequacy to the topics of the workshop, technical soundness and potential for generating discussion. Position papers (preferred) may not exceed 2 pages in IEEE format. The aim of a position paper is to contribute a specific position to a research discussion. Position papers are judged on novelty, sensibility of the viewpoint, key insights, and relevant research results. Radical and unconventional ideas are welcomed. All paper submissions will be refereed by the PC. Authors are requested to present their accepted paper at the workshop. Publication of selected papers in a special issue of an international journal is currently under consideration.
