I'm some novice in Requirements Engineering, but I think that the "WHAT" and the "HOW" is relative. For ejemplo, between the requirements levels exist a relation of "What" and "How". High level requirements are WHAT, next level are WHAT too, but are "HOW" in comparison with the before level...etc..

May be to say "HOW" without reference to design.
